It isn't a train, it is a tram and will run on line of sight. Very normal to have the same braking as a road vehicle.

Especially if the track brake is deployed, then they can really pull up pretty quickly but still typically double the stopping distance of a car.

I hope all the occupants of the tram were OK after such a (necessary) sudden stop.
