Ok I was wondering if Scotland vote for independence,what Scotrail do in Scotland is not an issue DFT have to worry about?

The decision was the responsibility of Transport Scotland as is the Scotrail franchise and neither have anything to do with the DfT. For further information on the DOO agreement see the existing thread which can be found here.
