Scotrail smart card ticket load delay

Does anyone know why it takes 3 hours between a Scotrail ticket purchase and its availability to load onto a smart card?
I can purchase a ticket on the Scotrail app and choose delivery to an ITSO smart card. That delivery is either by waving the card on a station reader, or by holding it against my phone‘s NFC reader. However the ticket isn’t available for download for three hours, and this was indeed the case last night. Scotrail state that season tickets are available for immediate download.

One reason I've heard is that non season sales are stored and released in tranches every three hours. Whether that's true or not is anyone's guess.

That’s the time that ISAM (looks like a SIM card) based systems take. Any “Part 11” based system should be an awful lot quicker. The RDG system used by most TOCs (but not ScitRail) takes 2 hours for ISAM and 5-10 mins for Part 11. Your average Part 11 based system would be the App whereas gates and TVMs would be ISAM based

I routinely expect a ticket bought through the SWR app to take less than a minute to load on to my SWR Smartcard via my phone.

Well yes. But what on earth takes 3 hours? These days it must take extra effort to make a computerised system run that slowly.
