You’d be stopping at every station unnecessarily with scrotes etc pushing the bell just for fun and or annoying / distracting the driver

They have... just not in ths country. Rhätische Bahn trains in Switzerland have buttons marked "Halt auf verlangen", for example.

I’m not sure how local policy is applied in ScotRail, I know of at least one TOC which allows for the “local door” to be operated (front) and then any further platformed doors to be butterflied using the external handles.

I've never seen that up here.

guards can open just the one door whilst the others stay locked I’m pretty sure

Every gaurds door panel I've ever seen has a "local door" control which can be used to open the door the gaurd is standing at without opening the other doors. In my experiance, even on normal lengh platforms guards open the local door first so they can check the train is properly platformed before unlocking the rest of the doors.

IIRC the pacers were a bit unusual in that the "local door" switch only opened one leaf of the door. On all the other trains I've seen with dual-leaf doors it opens both leaves.
