A prior information notice for the upcoming Framework electrification tender in Scotland has been issued. Indicative value £250m, duration 5-8 years

A Framework Agreement for the delivery of electrification works and associated design across Scotland's Railway.

Total Quantity or Scope​

Network Rail intend to procure a Framework Agreement to run for a duration of 5 - 8 years, with the agreement commencing August 2024. The framework will have an indicative value of £250m through its life awarded to a single contractor. Anticipated works includes but is not limited to: Overhead Line Electrification Traction Power Power and Distribution Associated Ancillaries Associated Design Additional information: This PIN is to give the market advance notice of an upcoming procurement event for the aforementioned Framework Agreement. NR expect to publish a Contract Notice and commence the PQQ week commencing 4th December 2023. A supply chain engagement session will be held and this is expected to take place week commencing 11th December 2023.Further details will be provided with the PQQ.

£250 million whats that 25 miles of overhead wires ?

Cost estimates seem to vary, but anything from £800k to £1500k per kilometre seem to be floated about for a rolling programme (rather than start stop approach) which you would get on a rolling project basis.

The lower end is probably best thought of for lower speed branch lines, the higher estimate for more higher spec lines. Of course any other changes (higher speed limits, bridge rebuilds etc) isgoing to be extra.

My guess is about 100-150 track miles for £250m

My guess is about 100-150 track miles for £250m
At least that is another 100-150 km added. Almost Perth to Inverness.
The only problem is timescale. Only13stk per year.

As far as I’m concerned 150km track can’t be far off the entire Fife Circle and Leven, could that be a possibility?

Or perhaps something involving Kilmarnock and Anniesland, which I guess would get to something like 80km

£1M/ stkm 'all in' was aimed for in the recent past, but suggestion is that it's rather ambitious now given inflationary pressures. Barrhead for instance is described as 'within the financial envelope for an average of £2 million per stk.'

Although I notice the tender doesn't seem to include the modification of structures for electrification. So either that's being tendered separately, or we're looking at the Borders railway and the like, where that work won't be needed. You'd get more track kms for the money in that case as well.

The December Modern Railways says on page 53 that the long-awaited update of the Rail Services Decarbonisation Action Plan is now likely to be published simultaneously with the Scottish Budget. The budget is due on 19 December. Hopefully we will then get a bit of detail on electrification plans and train orders, and also on progress on the already committed contract for six feeder stations.

Though there has been a big slowing down in overall progress, as of now I think it most likely that the next schemes to go ahead after East Kilbride will be much the same as I would have said if you'd asked me a year ago, just at a slower pace: Haymarket to Dalmeny, stretches in four directions from Thornton North including one to Leven, partial wiring of the Borders line, and behind those in the queue, Dunblane to Aberdeen (or parts of that route at least).

They have to use the feeder stations they've committed to before going off in new directions.

I was intrigued that it specifically mentions the Aberdeen line electrification

Description​

The Framework shall support the efficient, consistent development, delivery, entry into service and handback of electrification elements key to the delivery of the decarbonisation programme in Scotland. Scotland's Railway is running a procurement event that will engage four (4) contractors in the delivery of Overhead line electrification (Based on UK Master series), Traction Power, Power and Distribution, Ancillaries & Associated Design work, across Scotland. The procurement shall be awarded under a nil value NR30 Framework Commission Agreement. The initial estimate of the value of works currently intended to be awarded under the Framework is approximately £300m over the effective period of the Framework. Scotland's Railway has provided for a total Framework value of £450 million, taking into account emerging work, additional design and unplanned or emergency works which are yet to be identified but which may become necessary during the effective period.

Total Quantity or Scope​

Work is indicatively spread across the below two programmes: Aberdeen Route Upgrade Electrification £250-300m Electrical Safety Development £50-60m

Renewal Options​

This Framework Agreement may be extended by 3 years to a maximum duration of 8 years.
