If a bus service is registered as a local bus service, but as a "school or works" service, does this mean that the operator can prevent other passengers from boarding if they're not from that school?
And additionally, if the operator cannot prevent those passengers from boarding, are they under any obligation to sell a ticket on board, or could they insist that you purchase a ticket before boarding (e.g. from the reception of the school - which would effectively prevent you from travelling anyway)
