School or Works local bus service

If a bus service is registered as a local bus service, but as a "school or works" service, does this mean that the operator can prevent other passengers from boarding if they're not from that school?

And additionally, if the operator cannot prevent those passengers from boarding, are they under any obligation to sell a ticket on board, or could they insist that you purchase a ticket before boarding (e.g. from the reception of the school - which would effectively prevent you from travelling anyway)

a registered local bus service is a normal bus service, irrespective of where it goes or the time it operates - so anyone can use it.

Ticketing depends on the operator and if the service is commerical or supported. But in all the cases i know, the full range of operator tickets can be used within the validity area, although point to point fares may be different to "normal" routes

Greater Manchester school routes were always available to anyone. My route had the odd regular non-scholar from time to time.

However, school routes did not issue or accept any System One Daysaver/Period tickets. Was normal cash single fares only.
