Saltford station

Saltford station on the Great Western Main Line closed to all traffic in 1970, even though it was not listed as a proposed closure in Dr Beeching's report. However, in recent years there has been active proposal to reopen this station, whose site is still used by the railway today as a Network Rail Access Point. This proposal has even been put forward as a suggestion by Bath & North East Somerset Council relating to the new Great Western Franchise, possibly timed to match the electrification of the line.

Realistically, is there anything stopping BANES, Network Rail or FGW (or their successors) from building this station? To my knowledge the pathing is more than adequate for a new station there (although the eastbound stopper may have to be brought forward a little), and there is certainly the demand; Saltford itself has a population of roughly 5,000 and it would also serve as the nearest station to my University.
