Why does the S Stock have fluorescent lights instead of LEDs even though the 2009 Stock, which is actually slightly older, doesn't?

At a guess, advances in LED technology making them become the preferred choice between the design of the Victoria and the S stock.

2009 stock also have fluorescent tubes; they're diffused differently, and are a 'cold' white.

The only stock currently with (some) LED lighting is the Bakerloo's 72TS.

Blows my mind that out of all the stock to have LED lighting in 2023 it is the Bakerloo!

I've not yet travelled on 'S Stock' but are they fluorescent lights or LED tubes that look like fluorescent lights, perhaps?
