Can someone please help me and tell me how to install rwp files that I have downloaded, I have Railworks 2013 now and not knowing how this is done as it was easier in 2012 version.

Run utilities.exe in your Railworks installation folder.

Or if you have Win RAR installed, rename the extension fro RWP to RAR and then manually install it.
I prefer this method to keep my installation in utilities clean.
