I am on 16.14 Exeter-Penzance(8th July) which left Plymouth 27 mins late, and is now just stopping Liskeard-Par-Truro-St Earth-Penzance, thus skipping 8 stops. I have not had this happen to me before between Plymouth-Penzance, so is this something GWR often do through Cornwall and on its other routes?. Is there certain mins late when they skip stops to make up time?.

Skip stopping is relatively common to ensure the unit and its staff do not stay delayed all day; they're likely needed on a return working from Penzance.

Since there was a Plymouth - Penzance stopper on its tail it seems on balance a logical thing to do. It’s stopping at all the junctions. Anyone for anywhere else would have to drop back a train (possibly cross-platform at Plymouth and same platform thereafter) which is a bit of a pain but may help to lessen the train’s delay on its next journey.

Pretty rare. I've driven the route for years and never been given a skip stop pattern, though have heard of it happening very occasionally. Adding in additional stops on the other hand is way more common.

They also have often terminated some services short at Plymouth if arriving really late and put a c150 on to cover it.

This was the 14.03 from Paddington, ten car set 802 011 + 802 014, looks to have been diverted away from the Berks and Hants as no report between Reading at Cogload Junction where it pops back on at 29 minutes late.

Reached Penzance 4 minutes late at 19.29.

Starts back from Penzance to Plymouth as the 20.15, so if it hadn't recovered the time, as you say that would likely have been late starting especially if it uses the same crew.

Apologies for holding you up a little bit more as you caught us up until we entered the down loop at Dawlish Warren ;)

I've seen it happen before, but only a handful of times, they will usually just run Plymouth-Truro-Penzance when skip stopping does occur.

Would it have gone via the curve at North Somerset Jn or run through the platforms at Temple Meads

Always through BRI, though you can get lucky and score one of the through roads rather than a platform.

Trust states it ran through "T line" at Bristol Temple Meads- through line?
Unfortunately 1C84 seems to have been slowed down quite a bit between Bath, Bristol Temple M and Worle- firstly by 2V95 then by 2Y35 (although 2Y35 appears to been looped at Yatton).

The curve at North Somerset (or indeed Feeder Bridge; N Somerset leads into St Philips Marsh depot) would be of little use to a train bound for Plymouth/Penzance, as it would end up facing the wrong way back towards Bristol Parkway or South Wales!
