RTT Strange Cancellation Notices?

There was a "Departmental" SWR service from Clapham to northam and It was cancelled because of a late arrival of a service from Europe? I am just wondering what this would mean and what the train could have been. Maybe a new train on test etc...? http://www.realtimetrains.co.uk/train/W94564/2019/01/05/advanced

Those delay/cancellation reasons are inputted manually by train control staff. There's a long list of two-letter delay codes in use in the UK Rail Industry, which are then 'autocompleted' by RTT to show the message that you saw. I think that the TOC control mistyped the delay reason, and wanted to input TB instead: Train cancelled/delayed at Train Operator's request.

A different website shows the same move as an SWR empty coaching stock move. This would make sense, as SWR have a depot in Northam.

The reason for cancellations and delays are the root cause and can be traced back to something which has impacted on the train concerned rather than directly on the train concerned.
