RRV working on-track adjacent line open

What are the arrangements for an RRV (360 excavator) to be able to on track and then work with the adjacent line open at line speed??

And after all that it can all depend on what the local Network manager wants you to do.
We had the case that no machine could work within full boom length plus 6 metre of the nearest track open to traffic even though limiters and slew pins were fitted and operational.
Because a homicidal operator could shear the pin.
What do you do in that situation?
