Royal Mail Tracking Format

Have Royal Mail introduced a different format of tracking number? I've had a package sent to me Royal Mail second class. The sender has provided a tracking number which is the letter L followed by 17 numbers. Is this a valid tracking number? I know there are some items that are only scanned on delivery.

Tracked 48 uses the normal 2 letters, 9 digits, GB format (and is available to anyone who wants to pay for it, albeit only online).

Royal Mail Click & Drop can provide "tracking" numbers for plain 1st and 2nd class but they don't usually work.
