Rowlands Castle - Signalling Problems

I notice that every day for the past few weeks there are delays of 10-20 minutes due to signalling problems at Rowlands Castle. Never gets bad enough to block the line, and seemingly isn't too serious that NR want to fix it.

What's the nature of the problem here, is it more complex than I'm thinking because I presume SWR can't be too happy about the delays every day.
