Route Pathway Availability In The Timetable

Does anyone know if I can write to a particular department whether it be Network Rail, DfT, ORR about available pathways on a particular route?

Example: Space in timetable to extend the Derby - Crewe (EMT) service to Liverpool

How much are you going to pay for someone to look at it? It wont be a FOI request.

I believe the quoted example has been looked at previously and the problem is finding a robust path for northbound moves across the Up lines, a situation not helped by the single line towards Alsager providing an additional timetabling constraint. If the potential market for Liverpool to Stoke/Uttoxeter/Derby was sufficiently strong it might be worth the hassle. History suggests this is not the case.
