There is nothing in the rules which says it isn't, and you can also use heritage railways, so I would say yes, it is allowed.

Well we've never had this problem as far as I'm aware, but I suppose they can be allowed, provided you state when it occurs and is within a reasonable time per LE Greys example (so no railtours from years ago thank you!).

If it gets confusing, I will disallow this arrangement.
