The GBR rolling stock and infrastructure strategy has been published:

It's pretty high level but has some interesting things to say about traction, electrification and so on. It seems mostly sensible - batteries now seem to be the default option, although this will require some electrification (it reckons about a quarter of the unelectrified network). And full electrification still needed "where route-level analysis demonstrates that freight train operators’ needs, sustained high speed operation or wider network integration make this necessary". Also level boarding at 915mm platform height would seem to be the default for new stock from now on.
It's good to see infrastructure and rolling stock being considered together, which has been a fundamental weakness of the 'privatised' railway structure since BR was split up.
