translation of the article said:
As a result of the work taking place on the Paris - Orléans - Limoges - Toulouse line from Monday to Friday, since Monday 5 October, the association notes that the night train Rodez - Paris is then hooked up to the first Intercité day train at Brive-la-Gaillarde. This train brings the night train to Paris at 9:23 a.m., instead of 6:52 a.m., i.e. 2:30 hours later.
The overnight Paris Rodez and return service now attached to last intercities departures to and from Brive resulting in very early departures from and very late arrivals into Paris. This necessitates a 3.5 hour stop at Brive. Local paper (google will translate to English) has details, put down to engineering works and lack of night staff at Brive to change locos.

The times the paper is complaining about were in force at least from the December timetable change according to my ERT. The Rodez couchettes (is there more than one?) depend on the main Paris-Toulouse (etc) train.

Well it seems that the Toulouse train is running separately to and from Paris via Bordeaux, certainly it has done for the past few nights, check geolocalisation de trains on the sncf website a bit later tonight and you can see for yourself if it's still separate.

Just checked and the Toulouse sleeper train is due in at 0652 but the one from Rodez is not due in until 0819, as it is attached to the 0352 from Brive to Paris. An odd journey, with about 3 hours sat in the yard at Brive, might be quiet I suppose, but then lots of stops on the first IC into Paris from Brive, Limoges etc.

Yes - as you mentioned in your OP, engineering works south of Brive are to blame.
The article gives a Paris arrival of 0923 which is rather late but is only at the weekend.

OT but a sleeper with a lengthy night-time stop is quite civilised - there are a couple in CZ/SK - provided the station where the stop is doesn't have station announcements and diesels shunting all night (bitter experience there!).

Delayed arrival in to Paris notwithstanding, the next possible arrivals into Paris from Rodez require a very early start via either Brive and IC or Toulouse and TGV. Both arrive after 1300 so the sleeper does give a whole morning extra in Paris.

I agree - large parts of the Massif Central are very remote (from Paris) even with the A75 motorway hence the government decision to subsidise the night train. But also thinly populated (Rodez 25k, Millau 22k...) hence limited traffic.
