Hi, looking for some advice please, my daughter finished uni in the summer to take a year out before returning for a further two years and Ive been wondering who to send her card back to before reapplying in September. Is it RSTL who I need to contact or the TOC itself?

Section 7 on the rail staff travel website explains eligibility of child dependents aged 18-24.
Finally I believe that once a person is no longer a dependant and the card is handed back ..because they no longer have eligibility.... that is it .. They can't have the card back at a later date ..
This is partially correct - depending on circumstance quoting from the same section as linked above;
If a Dependant ceases to be eligible to rail staff travel facilities by virtue of employment in which they have earned more than the weekly limit, then they cannot become eligible for rail staff travel facilities again, even if there is a reduction in their earnings to below the weekly limit. There are two exceptions detailed in 2 above (last bullet point) and in point 7 below.
These are the exceptions:
If a Dependant has previously ceased to be eligible to rail staff travel facilities by virtue of employment in which they have earned more than the weekly limit but has continuously and permanently lived at the primary cardholder's home (subject to certain exceptions), then they may regain eligibility to receive rail staff travel facilities once they commence a full-time non-remunerative education course. This means that they can have no income at all from either work or benefits.
Dependants on a degree course that includes a year in industry (often referred to as a sandwich course) have some additional information the employee should be aware of. They remain eligible if they earn below the weekly threshold as usual. However if they earn above the weekly threshold during their year in industry all rail staff travel must be returned to RST. If it is, they can become eligible when they complete their final year at university. If not, their eligibility ceases permanently.
