restriction 9D and 19.00 from King's Cross

A super off-peak single from Reading or Chelmsford to Newcastle has restriction 9D: https://www.brfares.com/!faredetail?orig=CHM&dest=NCL&ldn=1&tkt=SSS, which indicates that it can't (except on Fridays) be used to leave King's Cross before 18.59 (see also https://www.nationalrail.co.uk/ticket-types/validity/9d/); therefore it's valid on the 19.00 departure.

However, neither LNER nor Trainsplit will sell it for travel on this train; Trainsplit does though offer a split involving an off-peak to Darlington (also 9D) and a further single from there to Newcastle. The fare is offered as expected on later departures.

I don't see anything in the unpublished restrictions that might explain this.

Does anyone know a) what's causing this, and b) whether a passenger using the 19.00 with a super off-peak to Newcastle is likely to encounter any problems?

a) Availability of seats, I expect. Or something else but I don’t know what.
b) None at all.

Thankyoufor the reply. All went well getting the 19.00 (including a seat in the unreserved part of coach C) except that it was delayed by 30 minutes in departing London, and more by the time it got to Newcastle. (The 19.30 was also delayed).
