Replacing Sons Young Persons Railcard

I bought a renewal for my sons Young Persons railcard at One Stop Travel in Brighton which is run by Brighton & Hove Buses who sell railway tickets etc as an agent for Southern Railways. The next day he used it to travel to Heathrow as he was flying to Krakow for a few days holiday. He lost it along with his debit card somewhere in Krakow. Normally, as I understand the rules, he we can get a replacement and pay a £10 administration fee. Unfortunately One Stop did not give me the receipt, and refuse to give me a replacement even if I can prove that I paid for it with a bank statement. They are adamant that they would have given me a receipt (they did not) and also as he also lost the photocard there is nothing that they can do. Presumably there must be a record somewhere of his railcard number? Any suggestions as to what I can do or will we have to shell out on a new card?
