As the title says, this is something as a Chepstow local I've often toyed with the idea of.
Other than towards Mitchell Troy at the top end the trackbed is essentially completely intact (although it's now a cycleway which is impassable for much of winter to Tintern (heading up the Wireworks Branch))
Other than needing a new alignment in the Monmouth area, probably a positive rather than a negative, how viable would this be?
To me, it seems a great way of expanding tourism in the Wye Valley AONB and would help with connecting the county town with the county's biggest town, which currently have a single bus service not usable by commuters.
The only issues I can think of is the aforementioned cycle path through Tidenham tunnel and the Monmouth area, although I'd expect a new Bridge is needed at Redbook?
Admittedly cost would be a factor as MCC would likely not fund it, despite having the highest taxes in Wales. This, coupled with the southern end being in England seem the largest stumbling blocks?
