Reopen Manchester Central?

Would reopening Manchester Central providing additional platforms for terminating services help to take pressure off Piccadilly?
(I am aware of its current use, but hell it's just an empty exhibition space).

It would solve a lot of problems - and upset some politicians - if Manchester followed the example of other cities (UK or overseas), and the only Airport trains were shuttle services to/from the city centre. Say 4 per hour from Piccadilly, and 2 per hour from Victoria via Ordsall chord would be...

An exhibition venue that is highly used and has a skyscraper being built where the platforms outside the main shed used to end.

Does Manchester need an underground line? I think it already has an ’overground network’ that could function in the same way as an underground, but it’s not got the ability to do so.

What infrastructure would be needed to:

• Enable 16 tph on the Castlefield corridor;
• Enable a metro frequency service of 8 tph to call at Victoria, Salford Central, Deansgate, Oxford Road & Piccadilly
• Remove any long distance service (TPE, EMR & TfW from Castlefield)

Would that infrastructure cost more or less than an underground tunnel?
