Is a regulation ticket a booked service ticket (like an advance), as it says you can swap tickets?

The main text reads “REGULATION OF PASSENGERS – BLACKPOOL NORTH”. It concerns travel on Saturdays from 1 July to 9 September 1972.

The notice explains that:

• Passengers travelling from the station between 09:00 and 15:15 had to have regulation tickets or reserved seats.
• Passengers from the Blackpool area were advised to visit Blackpool North station to obtain regulation tickets.
• These tickets were available from the Monday before the Saturday of travel, between 09:00 and 16:00, provided the passenger showed a valid rail ticket.

Visually, the photograph has a distinctly 1970s railway atmosphere: the cream-coloured paper notice is mounted against a dark wooden or painted surface, with part of the station's roof and windows visible on the left. The image is slightly grainy and faded, consistent with an old colour photograph

Essentially the 1972 equivalent of a modern day "counted place reservation"? If you didn't have one, you'd likely not be allowed on the train, and so you'd then have to wait for a later, less busy one.

Saturday morning departures from Blackpool North would have been particularly busy back then, when holidaymakers who had spent the week in Blackpool would be making their way home.
