the law requires 'reasonable adjustments'. I'm sure that having extra staff on-hand at all times, just in case, would be seen as unreasonable - hence they ask for (not require) 24 hours notice.
If they could 'reasonably' make adjustments without needing notice, then of course they should do.
The issue here is mainly that some staff believe the passenger isn't disabled and so are refusing to make any adjustments.
