Has a policy been announced relating to refunds following the passing of the Queen for those whos plans change?

I'd be surprised if there was any change. Book with confidence remains in place until 30th September.

TOCs will provide fee-free refunds of tickets, funded by the DfT / taxpayer. Independent retailers will most likely do the same, funded by themselves.
