I recently bought a Central Scotland Rover which was valid for 3 days - specifically 3 _consecutive_ days.
This cost £39 (which is good value!).
I was unable to use the last day, so my question is could I claim a refund for the unused day?
I am happy to pay a (small) admin/cancellation fee.

Let's move on to a flexi-Rover, for example, the "Freedom of the North West 4 in 8 Day Rover".
Say I am able to make use of it for the two days (e.g. one weekend) but then something unexpected comes up and I can't use the third and fourth days.
Is there any refund possible here?
This ticket is £97 for the 4 days or £24.25 per day. So, two unused days could be seen to be worth £48.50 meaning that even if there was a refund admin fee then you could get some money back.
£48.50 - admin fee (£10 to £20) = £38.50 to £28.50 possible refund

I understand that the train companies wouldn't want people buying Rover tickets and then part refunding them as I'm suggesting here.
However, if this is actually legally possible then I'm happy to buy a longer duration ticket than I know I will not be fully actually able to use and claim a refund.

Why aren't there 2 day rover tickets?
Why aren't there weekend rover tickets valid from (say) after 20:00 Friday until 02:00 Monday morning?

No.

The tickets are sold as is. If you choose not to use their full range of validity then that's your decision. Indeed, if we follow your logic through then on the last rover I used I stopped off for a couple of hours to have a nice pub lunch, how do I claim those two hours back? And do I claim back the time spent in bed asleep, not travelling on trains?

I recently used an Explore Wales Pass, which is valid on trains in 4 out of 8 days. I only had three days free, but at £99 it still represented better value for money over buying several point-to-point tickets. SO I bought the rover knowing I wouldn't get full use out of it, but also knowing it was still the cheapest option out there.

Why aren't there 2 day rover tickets?

Some 2 day rovers do exist. For example, to use your central Scotland example: https://www.scotrail.co.uk/tickets/combined-tickets-travel-passes/glasgow-or-edinburgh-days-out

Why aren't there weekend rover tickets valid from (say) after 20:00 Friday until 02:00 Monday morning?

I suspect it's a commercial decision.

As crehld correctly stated, there is no refund for partial usage of Rover tickets.

The only possibility I can think of is that if unexpected events prevented you from making use of some of the validity of your ticket, eg. being admitted to hospital due to a sudden illness, then you can try contacting the Customer Service department of the retailer with suitable proof, who may exercise discretion in offering a partial refund or a goodwill gesture, but this cannot be guaranteed.
