Yes. It is not related to plusbus at all.

It's supposed to be used for any and all buses to/from Reading, both RailAir and engineering work replacements. Having it separate to the station allows a longer minimum interchange time for train to bus connections than is used for train to train.
It's description is also deliberately obtuse as the location of the pick=up points for the rail-replacements can vary.
