Without knowing 'the obvious' that you've invited I can't really say who are the 'less so obvious people/ groups' that you could also invite.

My list would be:
Train Operator representatives for the station or location of the Memorial
Local NR Manager(s)
Anyone who had a hand in any restoration work
Local railway staff and TU reps
The local British Legion Branch (particularly if you want someone to play the last post etc.)
Industrial Chaplain for the area (or a railway chaplain if there is one)
Local Vicar or Rector from the church in whose parish the memorial is
Local Mayor or other civic reps
Local paper, radio and regional TV reporters

If in a public spot off the railway inform (and invite) the local police, or if on railway property the BTP.

Hope this helps!

Don't forget all the infrastructure staff, former S+T, PW staff, Workshop staff etc. As these staff may once have worked for the former companies, BR, various sectors, Railtrack, Network Rail and the various contracting renewals companies.
They all may have been part of the whole originally and are often forgotten.

Hi
there is a Railway Chaplain - all areas UK network and BTP are covered by the National Rail Chaplaincy Service (Railway Mission with London City Mission).

See www.nrcs-uk.org.uk
for contact details of local Chaplain

On Facebook - National Rail Chaplaincy Service

On Twitter - @RailChaplains

I hope this helps.
