RUBBISH ! I cant find the exact heights, but going from OS maps, Sandwell & Dudley is about 130m above sea level, whereas Penrith is about 150m !!

And Wolverhampton is all of 2 metres higher than Penrith, 1 metre at the opposite end of the station. Or so says the OS.
