As I understand it, more than one person: i.e. assorted titled GWR directors -- largely, Earls -- who had expressed wishes for new GWR locos to be named after them. Charles Collett, the railway's Chief Mechanical Engineer, sought to oblige them, circa 1936, by naming the "new" Dukedog class ("hybrid" rebuilds of portions of the existing Duke, and Bulldog, classes) after various of the Earls concerned. Owing to the Dukedogs' definitely old-fashioned appearance, the noblemen did not in fact feel complimented or amused.
