If you're talking shortest ever trip which ran as planned, I'd imagine one or other of those old-school brake van railtours of industrial branch lines in 1960s would be contenders.

Maybe this tour of the Preston Docks branch on 23 May 1964 (from the Six Bells Junction website), which must have been just a mile or two.

Alternatively you may be thinking of some more recent railtour which had to be abandoned for some reason very shortly (i.e. 2m 48ch) after departing its origin?

Are you referring to track 61 at Grand Central station. An underground platform connected to the Waldorf Astoria, originally used by Roosevelt.
