Horse....Port Carlisle Railway

Atmospheric...South Devon Railway
Rope/gravity ingleby incline. The propellant being gravity.
Water - Lynton & Lynmouth cliff railway
Steam, diesel & electric - West Coast mainline
Battery - Ballater branch
Maglev (magnetic levitation) - a people-mover system was used at Birmingham Airport from mid-1980s, but more highly developed in Shanghai now (does this count as a "rail" vehicle?)
Gas Turbine - the experimental APT-E train used this in the 1970s. APT-E was tested on the GW and Midland main lines (plus Old Dalby of course), but never in commercial service. Also some earlier experimental gas turbine locos trialled by British Railways in post-WW2 years & technology was implemented by some heavy-haulage US freight railroads.
Fireless Locomotives - a couple of variations on steam & atmospheric railways. A large tank is charged with steam or compressed air from an external source.
Several steam-powered examples preserved in the UK, but I'm not aware if and where the compressed air variants were used in this country.
Human power - i.e. the self-propelled draisine.
All over the place, but seem to be very popular in Germany if Google images are to be believed.
