A train that is only used in peak times, so in off-peak times it is put into sidings (or stabled)?
Just a guess, but open floor if correct.
8ft 10" (2.69m) on a Bristol and Exeter Broad Gauge tank engine built in 1873. Not sure if it was passenger though.
I realised after I posted. The answer to this might be a little more along the lines of lateral thinking.
The question does not refer to a loco or driving wheel just a wheel.
Is it a rope railway winding wheel?
