Railway Coach Building Late 1800s Penrith

I have been doing my family tree and came across a relative was listed as a coach builder. The relative had worked for the railways all his life ending up working at Shildon. Was there any railway coaches builders in the Penrith area where he was born and worked as a young man.

What date are we talking about?
As coachbuilder would refer to road coaches originally (specifically the bodywork), might he have learnt his trade that way and transferred his skills?
I can imagine road coaches being built in Penrith - but Carlisle was the nearest railway town of significance.

Penrith was much more significant as a railway place historically that what it is today. Perhaps the Cockermouth, Keswick & Penrith Railway had a carriageworks there?

If Wikipedia is trustworthy, the CKP was worked by the LNW from the start.
Another possibility would be that he worked in Carlisle (did the M&C build its coaches?) - perhaps coachbuilders did repairs for one of the 7 (?) companies that used Citadel.

Not Carriages but in Carlisle there was the Cowans Sheldon works producing Cranes, Turntables and other railway items.
