It used to be that you needed an FIP as you only pay the port tax each way plus cabins if its the night sailing (for which there was no discount on the cabins).
Unless there is a special agreement between Stena & GA then you wil need a FIP card for discounted (50%) or a coupon (2 a year) for free travel + port tax. You will require a year's service to qualify for FIP facilities.
