Rail Rovers, plans to make them invalid before 10.00AM ?

The Railway Magazine reported that all line Rovers are now only valid (to certain stations, New St, London Termini etc) after 10.00AM.
Is this really true ?
If it is, is this the thin end of the wedge as far as Rail Rovers are concerned ?
Let's face it if they make Rovers invalid before 10.00AM, particularly if they also restrict them in the "evening peak", are they really worth having ?
I tell you, if they do ban Rovers before 10.00 I really may fall out of love with railways.......

It's just the All Line Rover that is invalid into or out of London before 10:00, and not valid on services out of Birmingham before 10:00. Things like the FOSS/FOSW have time restrictions already...
