seeking to establish whether there’s a *specific* issue,
There is a specific issue, for women.
Should we focus a response on being very targeted at this particular subset of crime,
Given that it is well known that many offences against women go unreported because of a lack of trust in the authorities to take complaints seriously and investigate and prosecute, let alone convict perpetrators, then we should focus on this. More police on trains and stations might help, but the system fails the victims of sexual harrassment and sexual crimes on a daily basis.

One could make much the same points about many other crimes, some of which are equally serious. I know, for example, young people who have been robbed at knifepoint on the railway, and where the authorities (i.e. the police) were equally useless and uninterested. A knifepoint robbery is pretty serious by any comparator.

Context is everything in a world where resources are limited and, whether we like it or not, choices have to be made regarding how those resources are allocated / utilised.

So if you start a thread about that, will you be happy for others to divert the matter away by talking about attacks on women?
