Experienced senior professionals in their field. Qualified engineers, experienced safety investigation managers, etc

Anyone can apply for it, whether you'd be successful is another thing

The acronyms are basically trade bodies associated with UK rail operations. A RAIB inspector could draw in a multitude of candidates from the railway industry but what you'd find is that most people who are experienced enough to apply already have a good job and salary within the rail sector. This job will appeal more to a person who sees themselves wanting a new challenge, away from the humdrum of working in day to day railway operations.
Careful what you wish for though, this role in my opinion could be very tedious and boring in most parts.
Not a job I would fancy.

I was thinking a driver manger or LDM might have more relevant experience and of course can tick all the “management” criteria that they ask for

Typically train drivers arent members of these bodies, I doubt driver managers are either.

The acronyms are basically trade bodies associated with UK rail operations.

They aren't. They are mostly professional institutions which require an appropriate degree, e.g. engineering, chemistry etc, and then further experience. Some need specific post-grad qualifications en route to membership. (see e.g.https://iosh.com/get-involved/membership/membership-progression)

Typically train drivers aren't members of these bodies, I doubt driver managers are either.
