Quick delay repay question

So on the 26th October, I had the following itinerary
Mossley d 1818 Manchester Piccadilly a 1839 (TPE)
Manchester d 1851 Heaton Chapel a 1900 (Northern)

However both trains were quite delayed, so I ended up doing something similar to:
Mossley d 1840 Manchester a 1900
Manchester d 1910 Heaton Chapel a 1920

I've put a delay repay claim to Transpennine, but they have rejected it and have forwarded it to Northern. Is this correct?

Also, when they forward to Northern, is there anyway to get a Northern reference number at all?

No, but TOCs frequently do this.
The operator that causes the first delay is responsible.
