Question - Portsmouth Direct,Level Crossings Upgrade

I am aware that the AHB Crossings on the Portsmouth Direct at the following locations are slated for upgrading to Full Barriers. Liss Common, Princes Bridge, Sheet and Kingsfersden. In the last week theses and the full barriers at Liss and Petersfield have sprouted what look like cameras or movement detectors at several locations on the roads on both up and down sides. At the AHBs the local authority have also posted notices of the intention to introduce parking restrictions.
Would the "cameras" be a Network Rail road traffic survey in anticipation of the crossing upgrades? I expect that full barriers will severely impact on the free flow of local road traffic if they are operated with the same time interval as the full barriers at Liss and Petersfield

Obstacle detection crossings (MCB-OD)? Is this the way forward with new crossings?
These look very temporary as they are mounted on scaffold poles with the cables lashed to them connected to a number of roadside suitcase size metal containers.

Very likely to be a traffic survey - Network Rail are no doubt gathering data on both levels of traffic and levels of driver infringement (jumping the lights) prior to making their case for works.

I grew up in Liss, and it always struck me as ironic that the village has a level crossing on three main roads, whilst Warren Road (a minor road) has a bridge. The vagueries of the landcape and cheap construction by cash-strapped Victorian companies!

From previously published information locally, it was planned that Liss Common, Prince's Bridge, and Kingsfersden would be upgraded to full barriers. Local objections to proposed closure of Sheet has, I understand, resulted in this too being upgraded to full barriers.

You will recall that the "local" name for the Warren Road bridge is "the cattle arch" and is situated very near the end of the embankment in the down direction before the line follows the meandering course of the River Rother to Sheet.
