Purchasing a FIP 50% discount between Eindhoven & Aachen

As the thread title really! But on behalf of a friend how would one go about buying this whilst preferably avoiding any travel agent fees but potentially arriving at the station slightly too late for the ticket office (due to the arrival time of a flight)?

In the Netherlands, FIP discounted tickets are only available from the ticket office. Eindhoven still has one; it's open 9:00-19:30 (Fridays until 21:00).
It may also be possible to buy a ticket from NS International by phone (+31 30 23 000 23, they'll be sent via e-mail). There should not be any fees, since FIP tickets are not available from the ticket machine or online.
