Are there any restrictions for this type of ticket? Can you travel at anytime of day on them?

Yes, as they are anytime tickets. There are a couple of services that are listed on the ATOC website that you should avoid if possible.

Not always. PRIV is a discount type that usually applies to ANYTIME tickets.

However, there are other tickets that you can buy with a PRIV discount - for example some rovers and rangers. These tickets carry their own restrictions that will still apply.

The are some services you cannot use for example there are restrictions on HS1 at peak times. Details on ATOC website. Whilst most PRIV tickets are anytime tickets, it may be cheaper to use a Rover. (Only some Rovers are elligable) in which case the advertised time limits on the Rover do apply.
