In my time other than Waterloo mail trains, the majority of LH services at Portsmouth Harbour were the Cardiff services, be they class 31 or 33 worked, but turn over locos were the order of the day at the Harbour, no long winded propelling moves by then AFAIR (mid 70's).
However the 1960 SA, table F, lists propelling moves that were permitted at that time (1960), in accordance with rule 149, as follows;
1) Fratton West to Portsmouth Yard:
via Down relief - 6 coaching stock or fitted vehicles. Brake van must be provided.
via Down siding* - coaching stock and freight vehicles. (* the road latterly known as the 'Back Road' I believe, under the wall).
2) Portsmouth Yard to Fratton West:
via Down siding - coaching stock and freight vehicles.
3) Portsmouth Yard to Portsmouth Harbour (DOWN) line:
6 coaching stock or fitted vehicles. Brake van must be provided. 7 ordinary length freight vehicles (with conditions).
4) Portsmouth Harbour to Portsmouth Yard (UP) line:
6 coaching stock or fitted vehicles. Brake van must be provided.
"Portsmouth Yard" (as above) is not a location description that I used, but I am assuming it was the goods yard, of which only three sidings now remain, and are now called Portsmouth & Southsea DCS (Down Carriage sidings) on the Down side as one enters the High level platforms on a Down service?
