Im planning to travel from Portchester to Weymouth travelling on a Sunday and returning on a Wednesday. With a network card is £26.05. Although a return from Horsham to Weymouth is only £19.15. Would there be able restrictions from purchasing this considering that Southern do not stop at Portchester on a Sunday?

Are you asking if Horsham to Weymouth via Portchester is a permitted route in the Routeing Guide? I don't think this needs to be checked, as the ticket you require is routed "via Barnham" which appears to require travelling via Portchester.

Or have you established that it is, but you want to know if starting short (which, in railway-speak, counts as a "break of journey"!) is permitted on this ticket (HRH-WEY SVR)?

Break of journey is allowed unless it is "made clear" that it isn't. There is nothing barring a break of journey on this ticket. Therefore, it's perfectly valid to start short.

Thanks for the quick reply.

I was mainly concerned if the ticket is restricted to Southern only between Horsham and Southampton considering the cheaper price, where as i would need to use SWT from Portchester to Southampton.

I know that Southern do offer cheaper options where they run over SWT territory.
