What does it actually mean if a train is cancelled due to a Planning Error? I've just seen this on Realtime Trains for tonights 16:00 Manchester Airport-Edinburgh service:

EMT are using the TI code when it comes to staff shortages during the current RMT industrial action.

TI is 'rostering problem', so does indeed include staff shortages as well as genuine oopsies on the part of the roster clerks.
