If it says two hours then that's your answer. Although they may be available sooner than that, it isn't guaranteed.

In practice, they are often available within seconds, however it cannot be guaranteed.
Which website?
If it's an Atos WebTIS website, then it should be almost instant.
However Thetrainline-based websites take a while, 2 hours sounds about right.
Well, if you're picking them up from machines at Stratford International, it could be very nearly two hours between typing in your reference number and the tickets f.i..n...a....l.....l......y p......r.......i........n.........t..........i...........n....................g.
