What’s the reasoning behind this? There’s no service to Heathrow due to engineering works but why does that affect the ability to run services to Uxbridge?

I'd imagine it's because trains can't get into or out of Northfields Depot due to the points work there, thereby less trains would be available for the rest of the line.

just 41 trains available from Cockfosters, Arnos Grove, Uxbridge.

They are not as creative as in old days when they would have moved some trains to places like the 2 train Down street sidings, or Ruislip sidings to avoid to many trains blocked in

Down Street can only take one train. Whilst physically long enough for 2 x 73TS trains it now only has one track circuit, so in order to get a second train in it would be required to have the first train trip past the fixed trainstop, then send a technical officer down there to blow over the points and then secure up for a second train. Ruislip IMR siding is also only a single siding, and required for engineering trains to access and exit Ruislip depot.
