Have you tried a different charger?
This does sound like a charging current limitation. If a charger is only able to supply a smaller amount of current due to it being faulty, or generally rubbish it may be that the current draw of the phone whilst switched on is higher than the amount the charger can supply.
Does it charge at a sensible rate when switched off or is it really slow?

Sounds like the charger might be damaged, I had similar happen with my previous two phones, they wouldn't charge when on and only painfully slowly when off and the charger connector was to blame.

It can also be the cable (in particular overly long cables have too high a resistance) but it's normally the charger itself. Very rarely is the phone broken.

iPhones used to do this when they thought the cable wasn't an approved Apple product - presumably they couldn't check when switched off. However when I had to use a cheap cable recently I found that Apple have "upgraded" so the phone switches on when it gets power, and then works out that the cable isn't acceptable so refuses to charge.

Most as-supplied phone chargers now seem to have really short cables, which makes it awkward enough to charge sometimes. I agree though, the charger is almost always the issue.

There must be some serious cost-cutting going on if the voltage drop along a few centimetres of cable can cause a problem.

I'm thinking more of very long cables - it can be an issue over e.g. a 3m cable.

It really shouldn't be unless they are using high currents and thin cable; which is what I meant by cost cutting. Aren't such cables usually 70-100cm long, they are in my experience.

Think I had this problem with my G4 a while ago it was charging too slow, it didn't even recognise it was being charged!
I remember back when I was at Frant seeing the diamond 20s Railtour, my G4 was attached to my power bank and it wouldn't charge unless I turned the phone off

When it happened to my Samsung it was the charger port on the phone, not the charger
There is a rating system for cables but I forget what it's called. Basically refers to how thick the cable is (maybe how many strands of copper are interwoven?). It can be a minefield buying cables online, especially eBay and the like. And even in stores, the chances are they're selling a cheap cable that won't necessarily manage higher voltages and current for fast charging (you can still buy 1A chargers and pay silly money in places like WH Smith, Tesco, Argos etc).
Of course if it worked one minute and not the next, you've either got a fault in the phone itself, the cable or possibly the charger. It would be worthwhile using another charger and cable to see if that fixes the problem, then work out from there what was at fault.
That’s usually the problem with mine if it starts to play up. I tend to attack the port on the phone with a needle and give it a spray with switch cleaner.
I tried a small USB that i had from a charger pack. It initially worked but when i took it out and reconnected it it didn't register the charger cable.
I bought this phone from John Lewis around 2 years now , i had the receipt emailed to me but cant find it . Was going to chance asking John Lewis if i could get a replcement. I noticed this phone is not om offer by them now .

I remember seeing a list of the most unreliable components in electronic systems, I'm pretty sure connectors came at the top (worst) with things like resistors and semiconductors at the bottom. The tiny connectors on phones really don't look robust enough to stand up to being plugged/unplugged with the frequency that seems normal nowadays.

The connector on the charger itself which plugs into the phone. I find the metal contacts have a tendency to get bent/worn over time resulting in a poor connection.
I see , going to get new charger and see if its the issue . Dont really want to get a new phone.

Could just be the cable. USB cables (micro and C) unlike Apple ones are sacrificial - the cable contains the "spring" that holds it in place, not the phone.
Tried another cable , didnt charge .
