The ORR Insurance Cap Regulation Change Proposal

Responsible department: Department for Transport

The regulation of insurance payout for charter trains in the UK is set to change. Currently the rail operators pay a max fine of £5000 if a train is delayed to the point that it badly delays other services, and if the fine amount is more than £5k, Network Rail pick up the excess. The ORR is looking to lift that cap, meaning charter trains would be a potential money grave for operators, and the heritage image of our railways would be left severely damaged.

This petition is to go to the DfT, to forward to the ORR in support of the cap on insurance payouts, and the continued operation of our many thousand mainline rail excursions per year.

Why should tax payers money prop up the failings of an entirely commercial venture? Run your operation properly or face the consequences.

Methinks this issue could be just what the charter business needs...

As with other aspects of 'anorakery' - preservation, groupings... - methinks there be simply too many charter trains not to mention charter companies.

Just a thought... for us 'red line bashers' (whether Baker or Quail) - bearing in mind the relative paucity of such - particularly those of a mile or more in length - could not some itinerary be constructed to cover all such, on perhaps a three monthly basis over three years ? Also, all those preserved lines with mainline connections - could not something similar be devised ? As for haulage bashers - who cares for them ?!
